What is POSHAN Abhiyaan?
Launched on March 8, 2018 , by the honorable Prime Minister of India, Shri Narendra Modi , the POSHAN Abhiyaan (National Nutrition Mission) stands as a landmark initiative aimed at addressing malnutrition across India. A centrally-sponsored scheme aimed at children under six years of age as well as at adolescent girls, pregnant women and lactating mothers, this scheme is administered under the aegis of the Ministry of Women and Child Development.
The whole name of POSHAN is Prime Ministers Overarching Scheme for Holistic Nutrition and the major purpose is to enhance the nutritional outcomes through convergence, technology and community participation.
With India facing persistent challenges in child and maternal nutrition — including high rates of stunting, wasting, and anemia — the POSHAN Abhiyaan was introduced as a multi-ministerial, multi-sectoral approach to combat these issues head-on.
Understanding the Need for POSHAN Abhiyaan
Why Malnutrition Remains a Critical Issue in India
India has registered great progress in the field of economy, but still it struggles with the shocking rates of malnutrition. The NFHS-5, which stands for the National Family Health Survey, was done in 2019-21 :
- 35.5% of children under five are stunted
- 19.3% are wasted
- 57% of women aged 15–49 suffer from anemia
- 54% of children aged 6–59 months are anemic
These numbers show how important it is to have targeted programs like the POSHAN Abhiyaan right now.
Malnutrition Beyond Hunger
Malnutrition does not only imply hunger, it involves under nutrition, micronutrient deficiency and over nutrition . Chronic malnutrition in India is due to poor dietary diversity, non-accessibility to clean water, sanitation and insufficient levels of awareness, especially in rural India.
In addition, the effects of malnutrition in early childhood are also long lasting hence making an impact on cognitive development, school performance and future earning potential. The need to curb this poses a moral issue besides being national development.
Objectives of POSHAN Abhiyaan
The POSHAN Abhiyaan is designed to achieve specific nutritional outcomes by 2022, focusing on the following goals:
| Goal | Target |
| Reduce Stunting | From 38.4% to 25% among children under 6 |
| Reduce Wasting | From 21% to 12% among children under 6 |
| Reduce Anemia | Among children, adolescents, and women by 3 percentage points annually |
| Improve Institutional Delivery Rate | Increase to 85% |
| Promote Exclusive Breastfeeding | For the first six months of life |
These targets align with Sustainable Development Goal (SDG) 2: Zero Hunger , particularly Target 2.2 , which aims to end all forms of malnutrition by 2030.
Key Components of POSHAN Abhiyaan
The POSHAN Abhiyaan integrates various existing schemes and introduces innovative approaches to ensure holistic nutrition delivery. These are the main elements:
- Convergence Across Ministries
One of the standout features of the POSHAN Abhiyaan is its emphasis on inter-departmental coordination . It unites several ministries which include:
- Ministry of Health and Family Welfare
- Ministry of Drinking Water and Sanitation
- Ministry of Rural Development
- Ministry of Human Resource Development
- Ministry of Women and Child Development
Such convergence can make the efforts in healthcare, sanitation, education, and infrastructural development synergistic to the efforts to improve nutrition outcomes.
- Use of Technology – Mobile App and Real-Time Monitoring
To enhance transparency and accountability, the government launched the POSHAN Abhiyaan mobile app , which enables real-time monitoring of Anganwadi services. The workers are also able to upload data and this provides an opportunity to monitor the progress and any gaps can be detected instantly.
Also, the Common Application Software (CAS) also yields such AI-based assessments and provides personalized, individual nutrition recommendations based on the AI tools it uses.
- Jan Andolan – Community Participation
The POSHAN Abhiyaan encourages community ownership through mass mobilization campaigns such as POSHAN Panchayats , where local leaders, health workers, and citizens come together to discuss nutrition practices.
Rashtriya POSHAN Maah events are conducted every month all over the country to increase awareness on breastfeeding, vaccines, hygiene, and eating patterns.
- Focus on First 1000 Days
According to scientific literature, the first 1,000 days of a child’s life, from conception to age two, are very important for their growth and development. The POSHAN Abhiyaan emphasizes this period by providing targeted interventions, including:
- Antenatal care for pregnant women
- Iron and folic acid supplementation
- Vitamin A prophylaxis
- Growth monitoring of infants and young children
- Capacity Building of Frontline Workers
Anganwadi Workers (AWWs), Accredited Social Health Activists (ASHAs) and Auxiliary Nurse Midwives (ANMs) have a central role to play in delivery of nutrition services. The mission has training options and computer tools to boost skills and efficiencies of educated personnel.
Implementation Framework of POSHAN Abhiyaan
Phased Rollout Strategy
The POSHAN Abhiyaan was launched in three stages:
| Phase | Timeline | Coverage |
| Phase I | 2018 | 315 districts across 28 states |
| Phase II | 2019 | Additional 235 districts |
| Phase III | 2020 | Remaining districts (total coverage achieved) |
Funding Mechanism
The POSHAN Abhiyaan has a budget of ₹31,500 crores (about $4.2 billion) for three years. Both the central government and the state governments provide the fund, and the central contribution is 60 percent in general states and 90 percent in the North Eastern and Himalayan states.
Monitoring and Evaluation
There is a strong Monitoring and Evaluation (M&E) framework in place, which includes:
- District Nutrition Profiles
- Dashboard-based real-time reporting
- Third-party evaluations
- Performance-linked incentives for frontline workers
Progress and Impact So Far
Improvements in Nutritional Indicators
According to reports from NITI Aayog and the Ministry of Women and Child Development:
- Stunting prevalence reduced from 38.4% to 32.1% between 2017 and 2020
- Wasting declined from 21% to 17.3%
- Exclusive breastfeeding improved from 54.9% to 64.9%
- Anemia among children aged 6–59 months decreased slightly , though more efforts are needed
State-Level Success Stories
Several states have shown commendable progress under the POSHAN Abhiyaan:
- Odisha : Reduced stunting by 10% in four years
- Maharashtra : Improved institutional delivery rates significantly
- Tamil Nadu : Strengthened ICDS services through better training and infrastructure
Technology Adoption and Digital Reach
The POSHAN Abhiyaan mobile app now connects more than 1.4 million Anganwadi centres. More than 80% of frontline workers use the platform regularly, contributing to accurate data collection and faster decision-making.
Challenges Facing POSHAN Abhiyaan
The POSHAN Abhiyaan had a good start, however it has a lot of problems to deal with:
- Uneven State Participation
Although some states have fully absorbed the program, others are behind because of poor administrative ability, indifference or deficiency in resources.
- Data Quality and Reporting Delays
Despite the availability of digital tools, there are still imponderabilities of data registration and latency of reports. Monitoring requires a consistent and precise investment of data.
- Limited Awareness in Rural Areas
Many communities, especially in remote regions, are unaware of the benefits of the POSHAN Abhiyaan. Beliefs and myths that belong to the culture usually prevent adoption of recommended practices.
- Gender Disparities and Socioeconomic Barriers
There are issues of access to adequate food, health care, and education by women in marginalized communities. It is important to deal with systemic disparities to get equal results.
Strategies to Overcome These Challenges
- Strengthening Grassroots Engagement
Cultural resistance can be lessened by activating local influencers, religious leaders, and self-help groups of women and encouraging behavior modification.
- Enhancing Training and Support for Frontline Workers
When the people in the front line are given regular training, motivation, and performance incentives it would lead to better service delivery and attrition prevention of the front line workers.
- Leveraging Media and Communication Campaigns
Awareness concerning the practices of nutrition can be created by having awareness through television, radio, social media, and folk art forms, and be programmed to embrace the community.
- Improving Infrastructure and Supply Chain
Provision of fortified foods, supplementary micronutrients and medical equipment should be done on a regular basis to sustain the effectiveness of the program.

- Geospatial monitoring of malnutrition hotspots using scaled up POSHAN Atlas
- Increased coverage to other adolescent boys and school going children
- Introducing climate-resilient farming in a bid to enhance food security
The second step of the mission is to transform India into a malnutrition-free nation by 2030 , as it is the pursuit of global SDGs.
Conclusion: POSHAN Abhiyaan – A Step Toward a Healthier India
The POSHAN Abhiyaan represents a bold and visionary step toward ensuring every Indian child has the opportunity to grow up healthy, strong, and capable. The mission develops a benchmark of large-scale public health interventions with the incorporation of technology, community action, and inter-sectoral collaboration.
But without active involvement of citizens, organizations, and stakeholders at every level, success would not be achieved just by working for the government alone. It is only by collective commitment that an India could become a Pushtikar Bharat, a nourished India.
